How PayPal fees work

The payment category matters. Goods & Services, PayPal Checkout, and Standard Credit/Debit Card payments have distinct US rates.

PayPal US commercial transaction rates (USD)
Transaction typeRate
Goods & Services (Send/Receive Money)2.99%
PayPal Checkout3.49% + $0.49
Standard Credit/Debit Card2.99% + $0.49

Rates shown are for US PayPal accounts receiving USD. Currency-conversion fees are not included.

What to charge to receive $1,000.00

Using the domestic Goods & Services (Send/Receive Money) rate of 2.99%, charge $1,030.82. The estimated fee is $30.82, leaving $1,000.00.

The uncapped calculation is (desired net + fixed fee) ÷ (1 − percentage ÷ 100). Results use cent rounding and reconcile exactly. This is an estimate, not a guarantee that every PayPal settlement will match to the cent.

Frequently asked questions

Is Goods & Services the same as PayPal Checkout?

No. Send/Receive Money for Goods and Services is a separate payment category. PayPal Checkout is the PayPal button or website checkout flow, with its own rate.

Does every PayPal payment have a fixed fee?

No. The Goods & Services category shown here has no fixed fee. Checkout and Standard Credit/Debit Card payments have a fixed fee for USD receipts, as shown in the rate table.

When does the international surcharge apply?

It applies to commercial transactions between different PayPal markets. It is not limited to card payments, and it does not include currency-conversion fees.

How does a custom rate interact with international fees?

Your custom rate replaces the complete rate. Enabling it turns international off. Turning custom off leaves international off until you explicitly enable it again.

What is sent to an invoice?

Only the charge amount is sent. Your fee and net payout are excluded.
